Adding a DMZ scope to SCCM 2007

I am trying to add a scope of IP addresses in SCCM 2007. I looked under addresses under Site Settings but it wants you to choose a site that already has been created.

I was able to create a boundary but figured there needs to be more to it than that.

The firewall ports have been opened.

This forums is SCOM but your question is SCCM.
