I can manage Server 2012 with Hyper-V from W7 but not 2012 R2

Not sure if you ever got to the bottom of this? Even with Server 2012, the recommendation was to use Windows 8 and the associated RSAT bundle. I believe there was a limited feature set if you tried to connect to a Server 2012 instance using Win 7 RSAT in terms of edit options for Hyper-V VMs. With Server 2012 R2, I doubt there will be a Windows 7 supported RSAT unfortunately.

I briefly installed 2012 R2 and tried to move a VM from 2012 but it didn't want to know.

Do you think that should that work or did I miss a trick somewhere?
