As far as free software is concerned, I dont think that is till now available for NSF to PST Conversion.

Unfortunately, there is no free tool available for this, however you may try using below workaround which we used successfully to convert NSF to PST in one of the migrations couple of years back.

Create a dummy/test Exchange server, install Transporter suite, import NSFs to Exchange 2010 dummy mailboxes and then export to PSTs using export-mailbox command.

There are no free NSF to PST tool available

No such NSF to PST tool is provided by Microsoft, Only some third party vendors provide some good conversion applications but Microsoft never support using any these third party tools.
