Design rights in SSRS
I'm having a hard time allowing users who have Active Directory permissions to be able to design their own reports.

Just to be a little more specific, I have given permissions even beyond report designer permissions, but the Report Builder icon does not show on the user's screen.

I have granted an Active Directory user Content Manager rights to the particular folder site and have signed on as that person and still do not see the Report Builder icon.
I have the Report Builder icon.
I was under the impression that Content Manager allows Report Builder icon to appear.

Hi Garey,
From your information it seems you have created the item permission to your users, please also make sure you have created a system-level role assignment to your users, if not please follow these steps:
Log on as a local administrator.
Open a browser window and type the Report Manager URL to start the application.
Click Site Settings at the top of the page.
Click the Security tab at the side of the page. This page shows all system-level role assignments that are currently defined. On a new report server installation, only the two predefined roles, System Administrator and System
User, are visible.
Click New Role Assignment.
In Group or user name, specify a domain group account that includes all of the users who require permissions to view report server content and subscribe to reports. Specify the account in this format:
domain\group. The account should be in the same domain or in a trusted domain.
Select System User.
Click OK.
If the issue still exist after these setting, please feel free to ask.
