That's because some nob either removed it or hasn't added it yet. Check 974086. It seems that Microsoft has moved all the links. The global description of the Cumulative update hotfix of August 2009 is in this link:http://support.microsoft.com/kb/974982/en-usbut the "sublinks" doesn't seem to work.We have verified that this fix resolves the problem.
