It is possible that you get a “Navigation to the webpage was canceled” instead of the actual page:
If this happens, it is possible that the content is blocked.
To unblock the CHM file, click Unblock in the file’s properties:

FYI, just to be complete on the error message.
There is a second scenario which could trigger the error: if you open the chm from a location which Internet Explorer considers insecure.
You might not see the security option in the properties window as Markus posted.
Some examples:
- opening the zip file and loading the chm directly from the download location
- opening the chm from a network location or network share
- opening the chm from a local directory (like temp or cache directory)
It's related to the Internet Explorer security settings (Menu Tools > Internet Options > Security).

When the FIM Community Knowledge Box will be updated? There are more scripts in the site than FIM Community Knowledge Box.
