Installation is not initialized
Instance 1: Report Server
Name: MSSQLSERVER
Symptom 1
Open report Server configuration Manager
Start Report server
Select Web Server URL
Click URL
Error Message: Http 404 Not found
Means: Internet Explorer is not able to connect to the web site
Symptom 2
Open report server configuraiton manager
start report server
Select scale-out-Deployment
Select scale out status
Report server mode: native
Server A: Waiting to join
Server B: Joined
Server C: Waiting to join
Instance 2 Report server
Name: SCCMSSRS
Symptom 1
Open report server configuration manager
Start report server
select web server url
click url
Reporting Services error: the report server installation is not initialized. (rsReportserverNotActivated)
Means: In reporting services, an intialized server is one that can encrypt and decrypt data in a report server database.
Initialization occurs when the report server service is started for the first time.
It also occurs when you join the report server to an existing deployment, or when you manually recreate keys as part of the recovery process.

For the error message "HTTP 404 - File Not found" received when accessing the Report Server Web Service URL, it is usually caused by the virtual directory configuration. For the detailed troubleshooting steps, please see the "HTTP 404 File or Directory

For the Initialization and Encryption Key Errors, the error may be caused by three reasons:
An attempt is made to initialize the report server instance and the Report Server Windows service is not running.The report server cannot decrypt the report server database connection settings or the unattended account settings in the rsreportserver.config file.The profile information of the report server instance is changed.
