Hi mjsoule, For the error message "HTTP 404 - File Not found" received when accessing the Report Server Web Service URL, it is usually caused by the virtual directory configuration. For the detailed troubleshooting steps, please see the "HTTP 404 File or Directory Not Found" section of the following article: Troubleshooting HTTP Errors For the Initialization and Encryption Key Errors, the error may be caused by three reasons: An attempt is made to initialize the report server instance and the Report Server Windows service is not running. The report server cannot decrypt the report server database connection settings or the unattended account settings in the rsreportserver.config file. The profile information of the report server instance is changed. For more information, please see: Troubleshooting Initialization and Encryption Key Errors Regards, Mike YinMike Yin TechNet Community Support
