Language packs: Everything's at 99%

Hi,

I've got WSUS on Server 2012 R2 and 10 Server 2012 R2 servers.

WSUS is quite happily installing all the patches, but they're all stuck at 99% compliance. They're all reporting back that the UK language pack KB2839636 isn't installed.

They all have English-UK set as their default language and display language. KB2839636 doesn't appear in Windows Update.

How can I get this update installed and get 100%?

P.S. I hate language packs :)

Hi,

Have you select Windows 8.1 language pack under Products ?

If you select it, then we need to check all updates under WSUS console, find out whether KB2839636 is listed there?

If not, it seems like that the language pack has not been downloaded, so we may need to force Synchronization:

On the WSUS console toolbar, click Options, and then click Synchronization Options.

  • Under Tasks, click Synchronize now.

Hi,

It's not 8.1. it's 2012 R2. The file is approved and downloaded and showing as needed on all the R2 servers in WSUS.

Do you mean you have found the KB, and already approve it? Then what is the issue status now?

Same as it was before. It was already downloaded and approved before I opened this thread. All still sitting at 99%.

Also tried doing a Windows Update directly from Microsoft and it doesn't list that KB as being available.

Inspect the WindowsUpdate.log on that system. Does the detection log entries show "0 updates available", or does it recognize this update as available for installation? Has the update been downloaded, and just isn't being installed, or is the update not being downloaded? Is the machine in a pending reboot state?

The key is right here in this text.

Zero updates available for install; 1 update installable (if only it were available).

Either the update is not approved for the correct group, or the update FILE is not yet downloaded to the WSUS server.

I've obviously been misreading my patch list in WSUS. 2012 R2 English UK is not in WSUS at all under either declined or any except declined even after running another sync. It is there for all the other languages though.

It's also not there if I go straight to Windows update at Microsoft. I just get this:

As an experiment, I also marked the English US KB as approved. All that's done is increase the number of updates required to 2 as it's not getting installed either.

All I can think is that Windows is considering anything language pack to be optional and so not bothering to install it.

Yes, they're there in the 3A folder of my WSUSContent.

I've just built a new server 2012 R2 and in the language options in control panel it said language pack available for UK English which I clicked to install manually. The KB number is the same as the one it's complaining about on all the other servers.

I'm wondering if when installing the language pack this way, its info is not getting stored alongside all the other patches. It doesn't appear in the list of installed updates in the "Uninstall an update" list.

No, it's not hidden. I also tried running a script using Microsoft.Update.Session to list all updates. It's not there.

Log shows; "Reporting status event with 1 installable, 36 installed,  0 installed pending, 0 failed and 0 downloaded updates" - other updates worked fine, computers reporting to server fine etc...

Sorry that doesn't help at all though...

I think LPs are being treated very differently now given that they no longer appear in Windows Update at all and are set from the Language part of control panel. Sounds like a mismatch somewhere.

Okay.. there's one more thing you need to check....

Are these updates listed in the metadata as "May Require User Input"?

If so, then these user-interactive updates CANNOT be installed via scheduled installation events; they MUST be installed by a user, from Control Panel -> Windows Update.

I'm going to chalk it up as a bug/lack of synchronicity between language packs and WSUS and wait/hope for it to go away.

Same here, had all "Windows 6.3" showing that 108 updates were needed on WSUS, all from KB2839636 (one for each language), while client PCs said that no updates were available.

Declined all but the English US and Portuguese BR (our Windows 8.1 PCs came with pt_br, and had the English US LB installed).

Now WSUS shows these 2 needed for all "Windows 6.3" (files were downloaded to the WSUS server), but the client PCs say there are no updates available.

So glad I found this thread and can confirm that I'm not crazy. I have the same issue. WSUS reports that my Windows 8.1 machines are at 99% with KB2839636 needed. It is approved and available, but the clients fail to detect it through automatic or manual update.

Okay.. so I had some time to research this.

First... reading the KB article for the associated update(s) is always quite enlightening.

Reading KB2839636 we see this statement, right at the top of the article:

So, apparently, much like the confusion that ensued from understanding the intended/designed use of the Server Manager update for Windows Server 2008 R2 that provided the binaries to install the WSUS Role...

It seems we have a similar issue here. To my earlier point... is user input required. Well... yes, actually, sort of. While user interaction is not required during the actual installation of the package, user interaction *IS* required to actually launch the installation of the package.

  1. The client discovers the update package is available on the WSUS Server and reports the update as "Not Installed".
  2. The update is Approved for installation.
  3. A user navigates to PC Settings and CHOOSES to install one or more Language Packs on that system.

Has anybody actually tried this?

Yes, all my servers have had the UK language pack installed in this way and have the display language set to English (United Kingdom).

Anyone tested this yet?:

Control Panel > Clock, Language, and Region > Language > Language Options > Klick on "Download and install language pack"

I think this is the same as Lawrence stated previously?!

The question becomes where the system gets the language pack from ... MU or WSUS.

mine seems to be stuck at 99% as well.  The upstream server had quiet a number of language packs approved to install.  When I click on a particular machine to give me a report, it shows a bunch of language packs with approval of "install" and status of "not installed".  The other regular security updates all have status of "Downloaded".  Even after I install those few regular security updates and they don't show up in the report listing, I'm still getting stuck at 99% on that machine.

Could the reason for stuck at 99% is because the language packs were approved for install but did not get downloaded and actually installed?

If a machine is at 99% Installed, you need to find the update(s) that are:

  • NEEDED
  • NOT APPROVED

and then make a determination, either the update should be Approved and Installed, or the update should be Declined, or the less-than-perfect reality must be dealt with.

When I looked under All updates with approved and status of needed, I see the language packs (about 12 of them different language packs like Finish,Estonian,German,etc with the same KB number KB2839636). This KB  shows up as having 3 computers needing this.  However, when I go to those computer and run windows update it did not pickup that particular KB2839636.  Back at the WSUS when I right click on it it doesn't give me the option to redownload so it must have downloaded it, but not sure why windows update did not pick it up.

So this is the part where you either decide to decline the updates or deal with it.

Do you NEED to have these Language Packs available to your users for installation at some point? If not, then decline them and be done with it.

If you DO need them to be available in case a user wants them, then this is just the reality of your environment. You DON'T have 100% of all needed updates installed. It's a fact. You cannot change facts.

Did you read any of the previous dozen or so posts that talk about how Language Packs are actually installed? More to the point, they are NOT installed using the Windows Update applet. Start with my post from April 17, 2014.

The option to "Download" in the WSUS console has absolutely nothing to do with client behaviors of any type.

Mine is just the downstream WSUS so all the approval or decline are done at the upstream server.  On my downstream server when I right click  on the language pack to decline, the decline and approve are grayed out.

So looks like the pack is downloaded to downstream server, so if I hear you correctly, the clients will have to manually install them (it will download from downtream wsus server to the requesting client and then be installed).

So if those 12 particular language packs are approved to install then they must have been downloaded to the upstream server and also sync and downloaded to the downstream server as well.    If we are running short on space, do you recommend getting rid of some of the language packs that we will never use.

Also I have used the option->server cleanup from WSUS, it gave me some space back.  Is this a good tool to use too?

Well... yeah... you can only do approvals and declines at the UPSTREAM server!

Correct. If the user WANTS the update, the USER has to install it. This is how language packs work.

If we are running short on space, do you recommend getting rid of some of the language packs that we will never use.

I doubt that -12- language packs are going to make an iota of difference in your disk space consumption. On the other hand, if you have more than a few hundred updates approved at all, there is your opportunity to free up some disk space.

Also I have used the option->server cleanup from WSUS, it gave me some space back.

How many approved updates do you have? How many updates did you decline before using the Server Cleanup Wizard. You may find some benefit from reviewing this article:

When looking at the "All Updates", see that  only the language packs for win 2012R2 KB2839636 shows needed on some servers.  For the server that doesn't show as needing this language pack when check it doesn't have this language installed.  So not sure why this particular language pack shows up on some server and not on others so stuck at 85%.

Also note: the upstream server has this language pack -windows 2012R2-(KB2839636) as approved for install.

I know this is an old thread, but still. I've been having this issue for 1 year now. Since my native language is Danish and the OS is UK-EN, I have not 1, but three of these pr server. I've tried installing server with UK only and both with and without Danish keyboard layout, I've tried setting up a new wsus without the language pack option in the settings, I've tried declining the language packs, I've tried manually installing and adding languages to my servers, but no matter what I try or how I install my server or how I configure my WSUS, it is ALWAYS the same 3 language packs that show up as being needed, and I cant get rid of them. I think that maybe MS needs to have a look at the way the server looks for language packs, since this is definately an issue on the OS level of the server and not an issue with WSUS. For this issue to be around for so long just shows that MS is NOT dealing with issues they do not experience themselves.

For now I can still convince my customers, that it is of no importance, but during this last year it has become more and more difficult to keep the customers convinced. So Please MS, get this fixed !

from the upstream server, is it possible to decline certain language packs to a particular downstream WSUS. Let's say you have one upstream WSUS and 3 downstream WSUS. Is it possible to decline a certain language pack to a certain downstream WSUS?

I have the following KBs showing as needed for my Windows 2012 R2 and Win 2012 x64 servers.  My WSUS is a downstream server.  The KBs below have been approved for the 36 languages including English US at the  upstream WSUS server.  My downstream server WSUS just inherits them.  Because the KBs below are showing as needed on my servers, my downstream WSUS is stuck at 90%, 81%, 81% respectively.  

KB2839636 - for windows 2012 R2 (for 36 language packs including English US) : shows as needed for my windows 2012 R2 servers.

KB3012997 - for windows 2012 R2 (for 36 language packs including English US): shows as needed for my windows 2012 R2 servers

KB2607607 - for windows 2012 x64bit servers (for 36 language packs including English US): shows as needed for my windows 2012 x64bit servers

What are some solutions I could do so that the install status would show 100%?  Appreciate if anyone could assist.

Here are two options that seem to work:

Option1: Decline the particular language packs at the upstream WSUS server

Option2: Install the language packs via control panel.  Once you install the language packs for a particular server that particular server will have an install status of 100% and won't be stuck at 99%.

Neither option works, I've tried both. I've even created a new WSUS server and made sure the language pack was NOT selected, and still I have the 3 pack in error. If I install the language pack manually through regional settings, it doesnt change a thing. It is a mismatch between the WSUS and the regional settings.
