but missing in other site collection ...Site Setting.
I believe the navigation option only shows in site collections where the publishing feature is enabled. If it isn't enabled you'd see a link for "Quick Links."
To enable publishing on that site collection you can go to site collection features and turn on the publishing feature. Then you'd need to go to site features and enable it for that site.

Go to Site Actions->Site Settings then under "site collection adminstration" section click on "site collection features". Now Activate the "Office Sharepoint Server Publixhing Infrastructure" feature. I think you can do it only if you are a site collection administrator. Now for each site you can activate feature "Office SharePoint Server Publishing". You are done. You should be able to see the option "Navigation" now.

Thanks a lot, Now I am able to access the Navigation link. I have activated the "SharePoint Server Publishing Infrastructure" feature in "Site Collection features".
