if you have Oracle Enterprise Manager in place, Oracle provides a connector between OEM and SCOM.
I implemented it 2 years ago, and It works perfectly.Christopher Keyaert - My OpsMgr / SCOM & Opalis blog :

Besides that, a full fledged Oracle MP is in the catalog - either from Bridgeways or Quest (they each have so many, it's hard to count!)Microsoft Corporation

Hi,
Please also try to find it in System Center Management Pack Catalog:
System Center Management Pack Catalog

Meanwhile, please also see if this can fit your requirements:
manage-X Management Packs for Oracle , v1.0.4 BETA

Considering this query is about Oracle product, I think you can check its official information by contacting Oracle Support:

The MP from Kris over at operatingquadrant (check the manage-x link provided by Nicholas) does work, but was still a work in progress. Otherwise the bridgeways mp is quite good. havent worked with the one from quest yet.Bob Cornelissen - BICTT (My BICTT Blog)
