Is it possible to give a user or group permission to create new libraries within sharepoint without making that person or group an owner? Thanks!

Yes, It can be done. Depending on your requirements, you could assign them the following permissions Design Manage Hierarchy The above two permission level will give a user/group ability to create list and delete lists without giving them "Full control" access. The other way is to create a new permission level. You can navigate to this Url http://site/_layouts/role.aspx to create a new permission level which will give them access to "Manage Lists" permission level. Does this help?V
