A Primary Site can have up to 10 management points.

Each Management Point can support up to 25'000 clients.

Yes you can host a "proxy MP" on a secondary site server.. note that the clients must be able to reach the MP in the primary site to be able to register for the site. A MP at a secondary site supports the same number of clients as a Secondary site does: 5'000
