SCCM 2012 Client Fails to Install (Windows 7)

SCCM 2012 client is failing to install on a Windows 7 x64 workstation. Below is a snip from the CCMsetup.log.  Any ideas?

It is unable to download the files.  Are the Distribution Point and Management Point roles healthy?

If you manually browse to the URL shown in the logs, does the file download or does the browser display an error as well?

Is this a BITS throttling issue? Have you configured your client agents with BITS throttling windows?
