"Error at WinHttpSendRequest: 12007" is ERROR_WINHTTP_NAME_NOT_RESOLVED.
Thus you have a name resolution issue on your client: it cannot resolve the name of the MP most likely.Jason | http://myitforum.com/cs2/blogs/jsandys | http://blogs.catapultsystems.com/jsandys/default.aspx | Twitter @JasonSandys

Hi,
Error 12007 meanst hat "The server name or address could not be resolved."
At the client side, can you ping your MP's FQDN?
Can you browse through MP URL from Client machines:
http://smsservername/sms_mp/.sms_aut?mplist

Check whether you have all the pre-requisites enabled and check You can able to ping both server and client machine from each side. Your time zone should be same as well in both the server and client.

No. The time zones of clients and server do not matter.
