Do your DC and DB server uses same locale. Moreover, i want to share my experience in installing SCOM 2012 source : iso image obtain from technet subscription machine: distribute environment( 1 Ms server and 1DB server) and they are all VM using MS hyper-V technology problem: mount iso image and install MS. receive the "PopulateUserRoles failed" error. Error message: [13:38:53]: Error: :PopulateUserRoles: failed : Threw Exception.Type: System.badimageFormatException, Exception Error Code: 0x80131018, Exception Message: could not load file or assembly 'Microsoft.EnterpriseManagement.Core, Version= 7.0.5000.0, Culture=neutral, PublicKeyToken=31.....' or one of its dependencies. The module was expected to contain an assembly manifest. This is a fatal item. Setting rollback. solution: built the iso image, mount VM dvd to physical disk drive install scom again Roger

We will submit it. Wondering if it has something to do with our SQL install since a local instance works fine.

They both use the same local. We tried a DVD instead of an ISO with the same result. Thanks for the suggestion.

Take a look of http://social.technet.microsoft.com/Forums/ar/operationsmanagerdeployment/thread/2c607d3f-51c6-4463-a4bd-1d9c04be8974 does this fit your environment. roger

Unfortunately not. Would this error have anything to do with the fact that I have a SCCM 2012 database on the same database server instance? I can't imagine so. I'm wondering if "The security ID structure is invalid" is the key part of the error message.

Hi, May I know if this is a clean installation or upgrade? When performing the installation, please use the Run as Administrator option and see how it works. Thanks. Nicholas Li TechNet Community Support

Clean install. The problem appears to be with the SQL server, a clean install of SQL had no problem. Opening a case with Microsoft, I'll post what I find.

I'm having the same issue; were you able to get a resolution?

Case with MS should be opened today/Monday, I'll give an update when I can. Installed a clean SQL server (remote) and it worked fine. Must be something to do with our existing SQL server setup.
