I have a site collection which is upgrade from SharePoint 2010, some how when I drag a file to the document library link form the left navigation, nothing happened,the mouse shows a forbidden shape.

But when I create a new site collection with SharePoint 2013 team  site template ,this function is working well.

Can you please provide more details?

• Does it work in general?
• Does it work in an out-of-the-box (not upgraded) site collection?
• Do you meet the requirements for example:

It is maybe a security issue! Have you checked the permission level?  

Sorry,I don't think so,I am using the administrator's account,I do can drag a file to the document library from the computer desktop , just can not drag a file to the quick launch from the document library.
