In SharePoint Online, is it possible to set a default site collection template globally? The goal would be that all new site collections automatically use a defined template.

I belive its not possible , you might have to create a site collection template and use it manually to create site collections. Office 365 doesnt support feature stapling, so having a predefined stucture might be difficult.
