I have published my pages however I had a user who has read access only review the page.  They can see the Page and Publish buttons.  How do I disable, remove, or hide them

Those actions are going to be there and based on  user permission child buttons under those ribbon actions will either be disabled or enabled.

e.g. if I am a reader I will see Publish tab but all the button under Publish tab will be disabled. Under Page tab I would see few actions enabled e.g. Alert Me, Email a link etc.
