I am in a similar situation as the original poster. We're running SP 3/MOSS 2007 on Windows Server 2003, sql server 2005 sp3. There are no quotas on our instance. I followed your instructions and there is no reference to personal sites. I then go to Central Admin->Application Managerment->Site Collection Quotas and Locks and it indicates that the lock status for the site is not locked and the current quota template of individual quota has no checkmark by limit site storage (and the value is 0 in the field), has no checkmark by send warning email, and says "Current storage used: 53 MB:.There is no reference to quotas in the event logs. There is a once each hour, at the top of the hour, 3 line 12 hive log entry regarding quotas - but as the OP indicated, it doesn't say which site, so I can't pin it down farther. It wouldn't surprise me if one of the dozens (or more) of SharePoint "sites" on this sharepoint instance server had either extremely long URLs or files in a document library that were extremely large. However, this error only began 3.5 days or so ago. There wasn't anything else in the logs at that time that seemed relevant. The 12 hive logs say:01/28/2010 01:00:15.89 OWSTIMER.EXE (0x0918) 0x0944SharePoint Portal Server User Profiles 837v Exception (Watson Reporting Cancelled) Microsoft.SharePoint.SPException: Your changes could not be saved because this SharePoint Web site has exceeded the storage quota limit.
