System Performance

My system Samsung 5i, operating on windows 8.1 is running very slow and dragging.  When checked in the task manager the Disk Usage most of the time shows 100%. Will there be any use if I format C drive and if I do so will I be able to get back my windows 8.1 which is provided along by the OEM (Samsung)of the machine?

An answer to this query will be much appreciated.
