Hi,
The only way to recover a Collection/advertisement/package is to do a complete restore of the site, an item-level restore is not possible.

No. You could only restore the entire site from backup then.

Yes, an entire *site* can be restored from (SQL) backup, but not single objects.

You could also restore to a test CM12 deployment, then copy your collection query. I'm assuming that is all you actually need. Just make sure it's on an isolated network.

Yes, true - but you could also just attach the backup of the database to whatever SQL server and grab the information from the copy.
