in my site collection, I can add "Summary Link" web part but when i selected "Bulleted Title" it doest show bullets. but its ok and works with other site collections. I tried with new sub site as well. But same issue.

any idea?

Check if there is any CSS conflict. You might be getting a list-style-type:none or something like that which might be preventing the bullets to appear.
