Hi,
What type of account do you use? Exchange, IMAP, POP3 or Exchange ActiveSync?
Please visit your webmail, do you still get an Account-blocked message? If yes, you need to contact your Internet Service Provider for help. For Outlook.com Accounts, we should go to https://account.live.com/acsr to recover the account.
If I misunderstood anything, please feel free to let me know.
It is preferred if you could provide a screenshot of the error, or detail it with the exact error message.
Regards.

I have the same exact error. Just a day after resetting my password for NO REASON again. I need some actual help with the constant problem over the last 4 years of having to reset my password for NO REASON either in your logs or my system.
I am sick of it. You want people to use Microsoft accounts for their logins? NOT MY CLIENTS, the system is not stable. If I could easily move all my contact info to everyone I have dealt with over the last 20 years all over the world, I would, and close the account.
I have been in the IT biz for 20+ years, MS ClubWin member, member #1 in the MS eXpert Associates, written more than a few tech white papers on MS 32bit OSs for MS.
And if I need to use email on my phone, tablet, or notebook, it is GMAIL, not Hotmail. At least it is reliable.
Sorry to vent, but this should have been addressable 4 years ago.
