As a general rule, is it easier to identify stale mailboxes, unmanaged (i.e. always full) mailboxes, inapprpropriate autoforward rules, inappropriate delegate rights/acl to mailboxes set by active directory, people with "send as" rights, in exchange 2010 as opposed to 2003, or is equally as hard to accomplish. What new tools in 2010 are available to monitor these that was not available in 2003.

1. No it's not as easy as looking at a mailbox via exch which can show you all this in exch 2003. Even with exch 2010, out of the box you can't see all of this. You would have to learn powershell and create custom scripts to check for some of these settings/configs. 2. Things such as send-as permissions etc, should be controlled and given appropiately as with delegates rights. You can get this informations from the poweshell but may take some time to onvest to get all the information you require. 3.
