A transient failure has occurred. MSExchange System Attendant Mailbox
So our exchange server hung up and the outlook clients had their emails sit in the outbox. Trying to remote desktop into the server hung my session and about 3 minutes later everything came back on its own.

Junk store threshold not configured

Junk Store threshold is currently configured to move messages to recipient's Junk folder when they have a Spam Confidence Level

Did you go to check for all Exchange related services?
I suggest you follow Exbpa report to fix the issues, then re-check for the issue.
