I have the following requirements for an Access 2013 database:

Convert the 2008 Access database to Access 2013.
The 2013 database should be a desktop installation, not web.

Can you tell me and/or point me to links (urls), that will tell me how to accomplish the tasks that I just listed above?

If the format is .accdb there really isn't much to do except open a copy in A2013 and compile it. Then Check for missing references and fix if necessary. I am guessing when you say A20028 you really mean A2007?
