Allowing non-admin to update hub transport transport rules

We've been using a transport rule to append all outbound original messages with an html footer, in our case an advertisement of upcoming events at our arena/convention center.  This requires regular updating and monitoring so that old events fall off and new events get added and that the links are valid.  However, because it is managed on the exchange server we have kept it out of the hands of the marketing department, and their interns, but has become tedious for our domain admins to make the constant changes.  Is there a way to allow access to manage the transport rules without giving access to the entire server.  I am hoping there is something similar to the wayAD/exchange 2010 allows a user to manage distribution lists, but in this case just one particular transport rule.

or maybe someone has a better, or more creative solution to the problem.  We had previously used our spam filter to attach this, but again because of security concerns, it wasn't something we could allow access to.

We have Exchange 2010 v. 14.03 installed on a windows server 2008 r2 sp1

You have RBAC : http://technet.microsoft.com/en-us/library/dd298183(v=exchg.141).aspx

You can define some permissions for these users to run the cmdlet needed, and you can install the exchange management tools on another server.
