All servers of Exchange work. Want to move arbitration mailbox's and type this command:

Get-Mailbox -Arbitration

And no get list of this systems mailbox, but it's must be!

Yes, in Exchange 2013 (I assume you are on that version) you should have 5 Arbitration Mailboxes.
What if you run Set-ADServerSettings -ViewEntireForest $True before Get-Mailbox -Arbitration ...Do you see them then?
