I have an Exchange Server 2003 organization. I want to enable the ability to see who has made changes in smtp addresses on Distribution Groups. I have a distribution list that someone changed the email address and want to be able to audit who makes those changes. How do I set up that auditing?

There is nothing built-in to Exchange 2003 that will allow you to track that.
