We have been having issues with w3svc service causing iis to lockup which is usually fixable by running iisreset or even rebooting.

You could try to reinstall the RPC Proxy component:

servermanagercmd -r rpc-over-http-proxy -> reboot -> servermanagercmd -i rpc-over-http-proxy
