I am operating SBS 2011 and Exchange Server 2010, I have 2 questions regarding delivery receipts.

Outside the organization.

I would like to turn off the ability of a user sending email from outside the organization from receiving a 'delivery receipt' (not read receipt) when sending email to someone on the inside of an organization.  I would like users inside the organization to decide for them selves if they want to return a 'read receipt'.

I would like to turn off the ability of a user sending email from inside the organization from receiving a 'delivery receipt' and 'read receipt' when sending email to someone on the inside of an organization.

I have tried many solutions found on the internet and forums and have not found anything that has worked.  I have made the transport rules that include the stripping of the following to no avail.  Any help here would be greatly appreciated.  Thanks
