Avoid being reported as Spam
Hi,
Currently working on implementing Exchange server to send emails related to an email campign in this campign our client will send about 20 million email per month to his clients (not a SPAM at all) most of them on hotmail and yahoo, I want to avoid
to be reported as spam what are the best actions to be taken to do that
actually I done the following :
1-Registered a domain
2-Created A record ,PTR and SPF
any thing else I can do

3- Outsource to a 3rd party provider
20 million a month? If you plan to do that yourself then you better contact hotmail and yahoo etc.. directly and let them know what you are doing.
They have programs and rules for these scenarios. If you start blasting them with that amount of mail, they will throttle you at best or just outright block you.
Exchange is not the right platform for bulk mailing.

Actually the Exchange looks it can handle this load but our issue currently now before we go is that we are afraid of be reported as A spam
so I need to know best way for that
Also for you suggest to contact them how I can do that as their forums related to users problem not servers (actually from yesterday I sent email in hotmail forums but no one replied)

I didnt say Exchange couldnt handle the load, its just not designed as bulk mail platform.
You should contact their support directly or postmaster. So for example, for hotmail:

Junk Mail Reporting Partner Program

Services for Senders and ISPs
Yahoo:
http://help.yahoo.com/l/us/yahoo/mail/postmaster/bulkv2.html
Yahoo! Mail Bulk Sender Form
I addition to all that, you should be utilizing SPF ( and creating those SPF records for your domain) to help against anti-spoofing.
