Brand new Widows 8 Computer keeps getting error message

I got a new Toshiba laptop with Windows 8 on it and literally all the time it says

" :( Your PC ran into a problem and needs to restart. We're just collecting some info and then we will restart you."

Its a blue screen behind it

So sick of Windows problems, my computer is BRAND new :(

Anyone know what this is???
