I'm not sure why Suthar Anil suggested "Recall", this only works for Exchange Accounts, obviously you are not using Exchange - Anyway you mentioned both POP3 and IMAP, are you using both?
For the issue that you see two copies of the same sent emails, go to File -> Account Settings -> Account Settings -> Double click on your IMAP account then click
More Settings and look at the settings on the Advanced
tab. Choose the option for Do not save copies of sent items and send a test message to see if the problem persists.
If the above doesn't help, you can also check the option from File -> Options -> Mail -> Save messages -> Save copies of messages in the Sent folder, untick this option to try again.
As for the original question, once you hit Send basically the message will be delivered. If this is a big concern and to prevent such issue in future, I suggest you create a rule to defer the delivery by creating a rule:
In Outlook 2013, click on Rules -> Manage Rules & Alerts -> New Rule -> Apply rule on message I send -> Next -> You can add some conditions in this step, such as Send to people or public group; or nothing to apply the rule to all sent
emails -> Next -> Tick defer delivery by a number of minutes, then click on "a number of" in the description, enter a number of minutes, then click Finish.
This way above will help you defer the delivery in Outlook and you may have a chance to regret if you sent the email to the wrong person.
