CAL stands for client access license. It's different from Outlook license.

Basically the info is trying to tell you that you need to by 144 standard CAL and no need to buy enterprise CAL.

User Licenses are checked in accordance with the purchase document or in a private office company (Volume Licensing) located at Microsoft. They are not entered in the server Exchange on-premise.
