Please start Outlook in Safe Mode, check if the performance is better:
Press Win + R, type "outlook.exe /safe" in the blank box, press Enter.
If the performance is much better in Outlook Safe Mode, I suspect there may be some add-ins that cause Outlook to perform slow, disable the suspicious add-ins to verify which one caused the issue.
Another possible cause that makes Outlook slow, is that the users' mailboxes are too large, check if the performance issue is gone to cache fewer emails:
In Outlook 2013, click FILE -> Account Settings -> Account Settings -> Double click on the Account Name, select "1 month" or "3 months", after all the items are synced, check the performance.
One last thing, Office 2013 now relies on higher system requirements than previous versions, the performance is also related to the hardware device. Please refer to this link below to check the system requirements for Office 2013 including Outlook 2013.
