Hi,
I've seen some users have such issue if Outlook 2013 is configured to work in Online Mode, please switch to Cached Exchange Mode to check the result.
FILE -> Account Settings -> Account Settings -> Double click on the Exchange Account name -> Tick "Use Cached Exchange Mode" -> Next -> Finish.
In Outlook Online Mode Outlook connects to the Exchange Server directly, this may cause performance issues sometimes, while in Cached Exchange Mode Outlook it keeps a local cache and connects to Exchange to sync the changes at a certain frequency, this reduces the performance latency.

all users have the outlook cache enabled and still experience very slow
