In my long experience problems with times in Exchange and Outlook calendars have always been caused by incorrectly set time, time zone, or DST setting on either the client machines or servers, missing DST patches, or localities with nonstandard or recently changed DST practices. I have yet to learn of any exception to this rule.

According to your description, I understand that calendar in Outlook 2013 display wrong time zone, however iPhone and iPad works.
Please logon OWA and check whether its right. If its correct, please try to re-create an outlook profile for test.

Hi Donna,
please check if no additional Calendar is enabled in Outlook.
In Outlook go to file - options - calendar and check if Alternate Calendar is enabled.
