I can't send and receive email in Exchange 2013 base on Server 2012

setting seems not wrong as I have the full function in management page without any error.

currently, I test send emails to outlook.com / gamil.com / qq.com / my company exchange.

both were failed with reject message 

Sorry for my test server is Chinese version so the error is in Chinese.

Have you tried sending the emails on both Outlook and OWA? If the issue persists on both, I think we can address this issue on Exchange.

I've viewed this thread in the Chinese forum, it seems you have been blocked by these recipients. As in this forum we mainly support Office, I suggest you post the question in Exchange forum for this kind of issues:
