Since installing Windows 10 my father has been having issues with Outlook where he can download emails but when he tries to send an email it will not send and get's an error message (0x800CCC0F)

We have contacted the ISP who has confirmed that there are no issues with the server and until he changed from Windows 8 to Windows 10 he was having no issues at all with Outlook. Can anyone help?

You can also try to run Microsoft Window Resource Checker Tool, also known as "SFC (System File Checker)". I have discussed similar thread couple of weeks ago.
