Probably better to give a little bit more information of this... Is this a new install or existing? You have posted in an Exchange 2013 forum then stated you have Exchange 2003. What version of Exchange do you have?

If it is 2013 you will have to setup a Send Connector: http://technet.microsoft.com/en-us/library/jj657457(v=exchg.150).aspx

Hi o.k,

Since the issue you came across might be caused by several reasons, we need to do further investigation.

  1. The information of your Exchange environment architecture.
  2. Have you received any NDR message?
  3. Could you send mail in domain? If you can, how about the cross-site mail?

Please reply at your earliest convenience.

Regards,

Rebecca

I can send mail locally in the Domain but I can't send mails to people outside the Domain

Hi, are you sending your mail through a smart host? Eg within your SMTP properties relaying across to your ISP?
