Can users add SMTP addresses to distribution groups?
2003 Exchange environment.
We have a user that maintains many distribution groups with several hundred customer email addresses in her outlook 2007 address book. She is wanting to publish these distribution groups to Active Directory so that automated reports can be mailed
to our customers via these Distribution Groups.
I can load these SMTP addresses into AD just fine as contacts. But I want to know if there is a way to allow our user to maintain the SMTP addresses in the Distribution Group. Add, Remove, Update, etc.

Make that person the "manager" of the DL and check the box that allows
the manager to make changes to the DL. Now find the DL in the GAL and
open its property page. From there they should be able to add and
remove members in the DL.

Rich, I have tried your suggestion. However, it only seems to work if an administrator first creates an exchange contact for the customer's SMTP address in AD. Only then will the user be able to add the customer's address to the Distribution List (DL).
Is there a way to cut out the administrative effort and have the user add SMTP addresses directly to the DL?

Unfortunately members of a DL must be represented as Active Directory objects, so if you wish to add an external address to a Dl, it must first be in AD as a mail enabled contact.

No, a DL contains members that are Active Directory objects.
You can create an OU and give this person permission to manage
Contacts in that OU, though.
Or you could use something like this:

Have that person prepare a file with the necessary information and
they just use that to create the mail-enabled contacts.
This is a lot easier with Exchange 2007 or 2010 and Powershell.

A: Per my known, it must need manager to approval.
Or we could use a script to run every day to add the new member into the DL.
