Cannot mount databases
We've installed a SBS 2011 server with Exchange 2010. I tried to access OWA but received the message, "Your mailbox appears to be unavailable. Try to access it again in 10 seconds. If you see this error again, contact your helpdesk." After digging
around, I discovered that both "Mailbox Database" and "Public Folder Database 1523515292" are dismounted. I tried to mount the Mailbox Database but received the error message,
Failed to mount database 'Mailbox Database'.
Couldn't mount the database that you specified. Specified database: Mailbox Database; Error code: An Active Manager operation failed. Error: The database action failed. Error: The mount
operation is being prevented for database 'Mailbox Database' because its database file at 'D:\Program Files\Microsoft\Exchange Server\V14\Mailbox\Mailbox Database\Mailbox Database.edb' is missing, but still has transaction log files, with the highest generation

Sure enough, no "Mail Database.edb" file was present so I removed the log files and tried to mount it again. I received this message,
Failed to mount database 'Mailbox Database'.
Couldn't mount the database that you specified. Specified database: Mailbox Database; Error code: An Active Manager operation failed. Error: The database action failed. Error: Operation
failed with message: MapiExceptionJetErrorDatabaseInvalidPath: Unable to mount database. (hr=0x80004005, ec=-1217)

The same set of errors occurred when I tried to mount the public database: no edb file present and when I tried to create a new one, the same error occurred.
Since this is a new installation, it does not matter that the databases will be created and empty. But I cannot create them nor can I remove the public database. When I try to do so, I receive this message,
The public folder database 'Public Folder Database 1523515292' cannot be deleted.
Public Folder Database 1523515292
Exchange isn't able to check for public folder replicas for "Public Folder Database 1523515292". Verify that the Microsoft Information Store service is running on SERVER1.sequoiasci.local,
and that the database is mounted correctly.
MapiExceptionMdbOffline: Unable to determine if the store has local replicas (hr=0x80004005, ec=1142)
This is a catch 22. It will not let me remove the public database because it is not mounted and I cannot mount it because it does not exist.
Anybody know what to do?
Thank you.

Move all the transaction logs to another directory and try to mount the stores again.
Ensure that any file level anti virus you are running has the necessary exclusions:

Thanks, AndyD.
I did try removing all of the log files in the "Mail Database" and "Public Folder Database 1523515292" folders. The result was the second error message in my original message.
At this point there is no anti-virus running on the server so that's not it.

Sorry, missed that.
If you restart the Info Store service or even the server and reconfirm the logs are moved out, can you try again?

Thanks for your persistence, AndyD. I stopped info store, deleted the log files, restarted info store, and tried to mount the Mail Database. Same error,

What type of storage is this? Is this is local drive? Did you attempt to move the database at some point?

There is only one drive, the C: drive, a local SATA RAID 5 array. Single partition. No, I did not attempt to move the database. This is a clean install. Got everything else working then tried to get into Exchange. Puzzling.

Only a C: drive?
The first error message was :
The mount operation is being prevented for database 'Mailbox Database' because its database file at 'D:\Program Files\Microsoft\Exchange Server\V14\Mailbox\Mailbox Database\Mailbox Database.edb'
is missing, but still has transaction log files, with the highest generation number being 0x12

Doh! I was thinking of another server. This one has only two SATA drives that we mirrored after installing SBS 2011. Looks like Exchange put its databases on drive D: after installation then I screwed it up when I mirrored the drive.
Thanks for catching the D: drive. Now I need to figure out how to set the new databases on the C: drive.

Maybe "D:" is that portable USB drive that was moved to another
machine? ;-)

Hi Rich,
Nothing so clever as a USB drive. We had two hard drives and after installation, mirrored them. That eliminated the D: drive and apparently Exchange put its databases there. But thanks for the suggestion.
