Change the Maximum Send Size ???
Ok, so I'm trying to change the maximum send size allowed, but I'm not having any luck. I changed it at the mailbox level and at the transport level (at least I think I have). But, no matter what I do or even after restarting the server it still tells me that I'm trying to send emails over the 10MB limit (it says this in OWA, but in Outlook 2007 it just says that "The message being sent exceeds the message size established for this user"). I have edited the web.config file in C:\Program Files\Microsoft\Exchange\ClientAccess\OWA\web.config and changed the submit size there from 30MB to 100MB according to a post that I read on the "You had me at EHLO" blog. Please help, this is really frustrating me.

To clarify, do you get this error when sending to both an internal recipient and external recipient, or only when sending to an external (internet) recipient?

Quite the mystery...
I can re-create the problem and can't figure out how to get around it at all. When I try to send a 25MB attachment via Outlook 2007 I get the following error as soon as I attach the message: "The attachment size exceeds the allowable limits" ...However, I can send up to 15MB of attachments without a problem... How big is the attachment you're using to test this?
I've gone through all the settings listed in http://www.microsoft.com/technet/prodtechnol/exchange/e2k7help/b6a3840d-b821-4e53-877b-59c16be77206.mspxand they're all either unlimited or have been set to 100MB.
There are no transport rules present in this Org.

Just figured this one out-
Are you running in an Exchange Org that is either coexisting or migrated from Exchange 2003? I was; I opened ESM on one of the Exchange 2003 servers that still exists in the Org and checked Global Settings>Message Delivery>Defaults> Sending and Receiving Message size limits- they were set to 15MB. Even though I was sending from one Ex2007 mailbox to another and all MaxMessageLimits were higher in the mailbox settings, transportserver settings, transportconfig settings, and all send & receive connector settings it is still somehow using the values from Exchange 2003.
The following is listed in the release notes:
Unlimited message size limits ignored and set to Exchange 2007 defaults on upgrade Exchange Server 2003 message limits are set to Exchange 2007 default values after the first Exchange 2007 server is installed if the Exchange 2003 message limits were set to unlimited.
I incorrectly took this to mean that if I had explicit limits set in Exchange 2003 (instead of unlimited) those settings would be converted over to transportconfig settings when the first Exchange 2007 server is installed.

I recently ran into this as well-
Lookfor"DelivContLength" and "SubmissionContLength" Under ....Services/Microsoft/Exchange/Organization/Message Deliveryin your Configuration Naming context in AD. This is not visible anywhere in E2k7, but is being used - The default is 10mb- You can change it in ADSIEdit.

These were the same settings I had to change as well, although since I had started out as an Exchange 2003 Org I changed them within ESM, under Global Settings>Message Delivery>Defaults> Sending and Receiving Message size limits. instead of editing them with ADSIEDIT.

I had the exact same problem, and modifying "DelivContLength" and "SubmissionContLength" as described with ADSIEdit fixed it immediately. Interesting that this is not mentioned in the technet articles that describe how to use Set-SendConnector -MaxMessageSize, since these settings seem to ALSO be required.

I have changed so many limits with no fix. Having basically the same problem described here.....No one in the organization can send email > 10MB out of the blue. We can send internally and receive messages > 10MB. I opened ADSIEdit but could not find "Message Delivery". Could those be located in a different location.

Changing Max Message Size and Attachment Size
Note: This is done via cmdlets at the Exchange Management Console
Get-TransportConfig | fl max*

MaxDumpsterTime : 7.00:00:00
MaxReceiveSize : unlimited

Note: Unlimited here means unlimited
The Send and Receive connectors have 10MB limits by default
To see this:
Get-SendConnector | Select identity,MaxMessageSize

Get-ReceiveConnector | Select identity,MaxMessageSize
Identity MaxMessageSize

To change them to 20MB:

When asked for Identity, Enter the name of the Receive Connector

To see the result of this change:

This does not solve the problem of sending and attachment larger than 10MB. To do that requires use of the adsiedit.msc tool.

I am having the same issue. Here are my results. It seems as though Outlook 2007 has a setting somewhere where a default attachment limit is set. Perhaps a GPO? When I go to attach a 50MB file, Outlook almost immediately pops up with an error message: The attachment size exceeds the allowable limit. As you can see above, it doesn't. I am running Exchange 2010 and per 'cowboy777 ' response, I am unable to locate the 'delivContLength' or submissionsContLength in adsi edit. Any other suggestions?

I had teh same problem. Then I change the "MaxDumpsterSizePerDatabase" value to a size that is 1.5 times the size of the average message size sent in the organization. Then it allow me to send attachments.

Notice the ExternalDsnMaxMessageAttachSize and InternalDsnMaxMessageAttachSize are still set to 10MB? I think that's what's causing the problem and it appears powershell or ADSIEdit are the only ways to change it.
