You can't set it so that users must change their passwords upon checking e-mail. Passwords are managed by Active Directory, not Exchange. The best that you can do is check the box labeled "Password must be changed at next logon" on the properties of the user account. This would require the users to change their password immediately after logging on for the first time. It also requires that they actually log on to a computer in the domain, and not just OWA. Perhaps this is the same result that you are looking for.
