Folder in OST or Folder in PST? Can you copy the Chinese characters and post here? In most time, this should be unreadable code but not real Chinese characters. And it doesn't matter with losing Favorites and folders on the list, and folder order.
At this point, you may launch Outlook with command-line switches to check if the description still persists.
Outlook.exe /resetfolder
Outlook.exe /resetfoldernames

Hi, different user here, same problem.
An employee had several sub-folders disappear, after a restart they came back, but the description is still wrong. He has run the given outlook commands and has not observed any change.
