Class not found

An remote procedure call (RPC) request to the Microsoft Exchange Active Directory Topology service failed with error 1753 (Error 6d9 from HrGetServersForRole). Make sure that the Remote Procedure Call (RPC) service is running. In addition, make sure that the network ports that are used by RPC are not blocked by a firewall. Eventviewer #2: Exchange Setup (build 8.0.685.25:Hub Transport Role) was started. The Exchange Server is installed on the domain controller. There is no other server in this domain (it is a test machine). netdiag and dcdiag show no problems. I tried also the deletion and recreation of the profile. #1 is not actually the problem because this shows up because the setup was not finished and Active Directory Topology service is not running. What does AddDelegatedGroupsToLocalAdminGroup want to do? Is there something I have to do differently installing on the PDC? Does anyone know what the problem could be or if there is a workaround.
