Compatibility problem with English language pack on Hebrew Outlook 2013

I have been recommended to post here by the Microsoft community forum.

I am in Israel have Windows 7 (English version) running Outlook 2013 Hebrew version with the English language pack installed, making everything bilingual. After moving from Windows Live Mail as default mail program to Outlook 2013 I recently found that I could not make the scan to mail function or document to mail function work, and kept getting a pop up stating "Your O/S is not presently configured to run this app"

After tens of suggestions on the forum, I finally found the bug and this is what I wrote there in my last listing on the community forum:

Finally I have found out what the problem is. That doesn't mean I have solved it, but at least I now know what is causing it.

I did as follows:
Uninstalled WLM, changed the names of the WLM storage files, backed up the registry then deleted the registry entries for WLM.
Rebooted and found the problem still wasn't solved.
Tried to do a repair on Outlook and received a pop-up stating that the repair could not be completed due to a clash with the Office Language Pack that is installed. The repair utility then uninstalled my complete Office 2013., but left the language pack on the computer.

Here I must add a word of explanation. I am in Israel and all computers here are bilingual with a Hebrew/English keyboard. I have the option of installing Windows in either language. I installed the English language version.

Office works differently. The standard Office installation is in Hebrew and it comes with an extra CD with the Office English Language Pack which you can install to make the default language of Office English, but still with bilingual capacities.

As I had seen that the language pack caused repair problems I uninstalled it and then reinstalled Office without the language pack.

Lo and behold! The scan to mail/document to mail functions worked perfectly.

I then reinstalled the English language pack and we were back to stage 1 - no scan/doc to mail function.

I went through the whole procedure again (uninstall, repair, reinstall, etc) and had exactly the same result. The language pack causes this function not to work.

It has also had an effect on another program I have on my PC - "Langover"  This is a program developed in Israel which allows you to correct language mistakes at the press of an F button. If you are typing in English but the keyboard is accidentally in Hebrew and you only notice later, you select the function and it turns it back into English, or vice versa as relevant. When I do this in Outlook 2013 it causes Outlook to crash. I spoke to the developers and they said it works fine with Outlook 2013 and they don't have a solution. I have a fairly firm suspicion that the language pack is responsible for this also.

So I don't have a solution but there is plenty of food for thought at Microsoft.

I don't think there is any solution at present but suggest that someone look at this and try to figure it out

Hi Eric:

Is this scan to mail function a 3rd party application or built-in feature of Outlook? Do you mind sharing me a screen grab with the symptoms you saw? Also where is the information you quote from?
