Is it possible to export Conditional Formatting rules? These are not created or managed under the standard Outlook rules. These are managed under the View Settings. So the previous thread with instructions to import and export the rules under Manage Rules & Alerts does not work. And copying the xml file under C:\Users\username\AppData\Roaming\Microsoft\Outlook also does not work. Any other suggestions?

They are in the data file, you cant export them. They are custom view. You could refer to following article to move it to another mailbox:
