Based on your error message, it seems this issue might be caused by the version of Office 365 didnt support Power BI, so the features unavailable.
First I suggest you check the version of your office 365, maybe youre using Office 365 Enterprise E1 which cannot use Power BI features. As shown in the following figure:

After checking the version of your Office 365, this issue also might be caused when you tried to logon Power Query, you clicked the Keep me Sign in button, but the sign in was not successful.
So you can try to log out and log in again. There are two methods to logout:
Method 1:
- Clean the cookie
- Close all excels and IEs
- IE->Setting->General->Delete, uncheck Preserve Favorites WebSite Data and check check Cookies and website data.
- Click ok.
- Logout Office365
Method 2:
- Open excel
- Go the PowerQuery tab, and click SignIn button. It should show the login page again.
